TNVR is at the heart of the mission.
For more than eight years, Carbon Cat & Dog Rescue has worked to humanely reduce the number of homeless cats throughout Carbon and Emery Counties while improving the health and well-being of community cats.
TNVR is recognized as the most effective and humane approach to managing free-roaming cat populations. Cats are safely trapped, spayed or neutered, vaccinated, ear-tipped, and returned to the outdoor environment they know as home.
What is TNVR?
Five coordinated steps prevent the next litter.

Trap
Cats are humanely contained using safe live traps.
- 02
Neuter or spay
Each cat is spayed or neutered to prevent future litters.
- 03
Vaccinate
Cats receive core vaccinations, including rabies when available, to help protect the cats and the community.
- 04
Ear-tip
While the cat is under anesthesia, the tip of the left ear is painlessly removed as the universal TNVR marker.
- 05
Return
Healthy cats return to the established outdoor territory they know as home.

Start with the colony, location, and help you need.
If you have found a colony of outdoor cats in Carbon or Emery County, the rescue may be able to help with:
- Colony assessments
- TNVR education
- Humane trapping guidance
- Trap loans when available
- Affordable spay and neuter resources
- Connections to volunteers and partner organizations
If the rescue cannot help directly, volunteers will do their best to connect you with an appropriate resource.
